In the past, applications to local Higher Education Institutions or Scholarship Section were processed manually. The Ministry of Education reached a Private-Public-Partnership agreement with DST in December 2008 to collaboratively develop and implement an electronic system to process application for undergraduate programmes at Higher Education Institutions in Brunei Darussalam as well as for government scholarships to study abroad. In view of the changing Higher Education landscape in Brunei Darussalam with the increase in number of universities and student population, the implementation of the on-line application procedure (HECAS) is appropriate and timely.
HECAS alllows students to apply on-line to the local higher education institutions or the Scholarship Section through any computers with internet access. HECAS terminals are also installed at the following schools for the convenience of applicants without internet access at home and that the Career Guidance officers and key school administrators are on-hand to offer advice and support to the applicants. The schools with HECAS terminals are:
Brunei Muara District - Maktab Duli Pengiran Muda Al-Muhtadee Billah
Temburong District - Sekolah Menengah Sultan Hassan
Tutong District - Sekolah Menengah Sayyidina Othman
Belait District - Sekolah Menengah Sayyidina Ali
This is a landmark development in the education landscape in Brunei Darussalam. The system have been tested and tried before it was launched in February 2009. As with any new implementation, unforseen teething problems surfaced at the initial period when it was put in case. These problems will be ironed out and the system is being fine-tuned. The HECAS project team aims to deliver an efficient system to serve the Higher Education sector.
