42nd Southeast Asian Ministers Of Education Organization High Officials Meeting, 14th ASEAN Senior Officials Meeting On Education And 10th ASEAN Plus Three Senior Officials Meeting On Education

Friday, 29 November 2019  The 42nd Southeast Asian Ministers of Education High Officials Meeting (42ndSEAMEO HOM), held back to back with the 14th ASEAN Senior Officials Meeting on Education (14th SOMED) took place from 26th November to 29th November 2019 in Bangkok, Thailand. Representing the delegation from Brunei Darussalam is Yang Mulia Dr. Shamsiah Zuraini Kanchanawati binti Haji Tajuddin, the Permanent Secretary (Core Education) of the Ministry of Education.

The SEAMEO HOM is convened annually, bringing together senior officials from the SEAMEO Member Countries, representatives from SEAMEO Associate and Affiliate Members, Directors and Officers from SEAMEO Regional Centres to report, discuss, plan and review the programmes, activities and the operations under the organization.

This year's meeting was officiated by the Guest of Honor, His Excellency Mr. Nataphol Teepsuwan, Minister of Education, Thailand. In his opening remarks, he stressed that the world is moving fast and that education development must not fall behind. He highlighted on the importance of budget prioritization to drive education initiatives necessary to prepare and develop young people for the rapid global economic development and the Industrial Revolution 4.0. His Excellency also stressed the importance of private sector's participation in education development.   

During the meeting, each SEAMEO Member Countries also had the opportunity to share their progress and development in addressing the SEAMEO 7 Priority Areas. These 7 Priority Areas are (1) Early Childhood Care and Education, (2) Addressing Barriers to Inclusion, (3) Resiliency in the Face of Emergencies, (4) Promoting Technical and Vocational Education and Training, (5) Teacher Education, (6) Harmonisation in Higher Education and Research and (7) Adopting a 21st Century Curriculum. 

The SEAMEO HOM meeting was attended by heads of delegations from SEAMEO member countries including Malaysia, Singapore and Thailand. Centre Directors from the 26 SEAMEO Centres and Network also attended the meeting. It began with a closed In-Camera Session followed by a Plenary Session. The meeting concluded with the overall adoption and review of the meeting agendas. 

Following the SEAMEO HOM, the Permanent Secretary (Core Education) of the Ministry of Education Brunei Darussalam also attended the 14th ASEAN Senior Officials Meeting on Education (14th ASEAN SOMED) and the 10th ASEAN Plus Three Senior Officials Meeting on Education (10th ASEAN SOMED +3) along with the senior officials from the ASEAN Member States which includes Plus Three Countries, namely China, Japan and the Republic of Korea. The meeting was also attended by ASEAN Dialogue Partners such as Canada, Hungary and the USA. 

During the meetings, the ASEAN Member States amongst others discussed and reviewed the progress of education cooperation in the region as well as the implementation of educational initiatives and programs within the ASEAN and the Plus Three Countries. The meeting also took note of new educational initiatives proposed to be implemented in the ASEAN Work Plan 2021-2025 and opportunities for collaboration offered by ASEAN Dialogue Partners. The meetings signify the commitment of the ASEAN Member States towards the advancing of the education agenda in the region as well as engaging the support and assistance extended by the ASEAN Dialogue Partners and relevant stakeholders. 

Accompanying the Permanent Secretary (Core Education) to the meetings were officials from the Ministry of Education, Brunei Darussalam.

Jumaat, 29 November 2019 – Mesyuarat Pegawai-Pegawai Kanan Menteri-Menteri Pendidikan Asia Tenggara kali ke-42 (42nd SEAMEO HOM), Mesyuarat Pegawai-Pegawai Kanan ASEAN Dalam Pendidikan kali ke-14 (14th ASEAN SOM-ED) dan Mesyuarat Pegawai-Pegawai Kanan ASEAN Plus Three Dalam Pendidikan kali ke-10 (10th SOM-ED +3) telahpun diadakan pada 26-29 November 2019 di Bangkok, Thailand. Mesyuarat tersebut dihadiri oleh Yang Mulia Dr. Shamsiah Zuraini Kanchanawati binti Haji Tajuddin, Setiausaha Tetap (Pendidikan Teras), Kementerian Pendidikan, Negara Brunei Darussalam. 

SEAMEO HOM merupakan mesyuarat tahunan bagi pegawai-pegawai kanan dari negara-negara ahli SEAMEO untuk melaporkan, membincangkan, dan merancang program, aktiviti dan operasi di bawah organisasi berkenaan. 

Mesyuarat ini telah dirasmikan oleh Tetamu Kehormat, Tuan Yang Terutama Nataphol Teepsuwan, Menteri Pendidikan Thailand. Dalam ucapan pembukaannya, Tuan Yang Terutama Nataphol Teepsuwan menyentuh mengenai keadaan semasa dunia yang bergerak dengan pantas yang mana perkembangan dalam bidang pendidikan tidak boleh ketinggalan. Beliau menekankan mengenai pentingnya peruntukkan belanjawan yang berpatutan demi memacu inisitif pendidikan yang diperlukan supaya golongan belia akan lebih bersedia menangani pembangunan ekonomi global yang pesat dan Industrial Revolution 4.0. Tuan Yang Terutama juga menegaskan mengenai kepentingan penglibatan sektor swasta dalam pembangunan pendidikan. 

Semasa mesyuarat berkenaan, negara-negara ahli SEAMEO berpeluang untuk membentangkan perkembangan terkini mengenai dengan 'SEAMEO 7 Priority Areas Implementation' di negara masing-masing.  SEAMEO 7 Priority Areas berkenaan ialah (1) 'Early Childhood Care and Education', (2) 'Addressing Barriers to Inclusion', (3) 'Resiliency in the Face of Emergencies', (4) 'Promoting Technical and Vocational Education and Training', (5) 'Teacher Education', (6) 'Harmonisation in Higher Education and Research' and (7) 'Adopting a 21st Century Curriculum'.

Mesyuarat berkenaan antara lain juga turut dihadiri oleh pegawai-pegawai kanan dari negara-negara ahli SEAMEO, negara-negara ahli 'Associate' SEAMEO dan ahli-ahli 'Affiliate' SEAMEO. Pengarah-Pengarah kesemua 26 Pusat Serantau SEAMEO turut menghadiri mesyuarat berkenaan. Mesyuarat selama tiga hari berkenaan dimulakan dengan sesi tertutup In-Camera dan diikuti oleh Sesi Plenari. Mesyuarat itu ditutup dengan pengesahan keseluruhan agenda-agenda mesyuarat.

Berikutan dengan mesyuarat SEAMEO HOM, Yang Mulia Setiausaha Tetap (Pendidikan Teras), Kementerian Pendidikan juga menghadiri mesyuarat 14th ASEAN Senior Officials Meeting on Education (14th ASEAN SOMED) dan 10th ASEAN Plus Three Senior Officials Meeting on Education (10th ASEAN SOMED +3) yang turut dihadiri oleh pegawai-pegawai kanan daripada negara-negara ahli ASEAN dan ASEAN Plus Three iaitu China, Jepun dan Korea. Kedua-dua mesyuarat juga dihadiri oleh wakil-wakil dari rakan-rakan dialog ASEAN iaitu Canada, Hungary dan Amerika Syarikat. 

Semasa mesyuarat-mesyuarat berkenaan, negara-negara ahli ASEAN antara lain membincangkan mengenai dengan kerjasama dalam bidang pendidikan serta mengkaji pelaksanaan inisiatif dan program pendidikan di ASEAN serta negara-negara ASEAN Plus Three. Mesyuarat turut mengambil maklum mengenai dengan inisiatif-inisiatif dan program-program pendidikan baru yang dicadangkan untuk dilaksanakan dalam ASEAN Work Plan 2021-2025. Mesyuarat berkenaan menandakan komitmen berterusan dari seluruh negara-negara ahli ASEAN ke arah memajukan agenda pendidikan di rantau ini serta memanfaatkan sokongan dan bantuan yang diberikan oleh rakan-rakan dialog ASEAN dan pihak berkepentingan yang berkaitan.

Mengiringi Yang Mulia Setiausaha Tetap (Pendidikan Teras) semasa mesyuarat-mesyuarat berkenaan adalah pegawai-pegawai dari Kementerian Pendidikan, Negara Brunei Darussalam.
